NYCHA’s Office of Impartial Hearings reopened to the public on October 12, 2021. NYCHA will be scheduling certain termination of tenancy proceedings for hearings in accordance with NYCHA’s termination of tenancy procedures. In addition to in-person hearings, remote hearings will be offered as an option. Additionally, NYCHA worked with HRA’s Office of Civil Justice to implement the City’s Right to Counsel program, and all Section 9 termination of tenancy proceedings will go through that program before a hearing is scheduled.
GRIEVANCE AND TERMINATION OF TENANCY PROCEDURES CHANGE NOTICE
NYCHA plans to update its Grievance and Termination of Tenancy Procedures (the “Procedures”) to include a provision offering a Remote Hearing option. NYCHA must provide a 30-day Notice setting forth the proposed changes to the Procedures and provide an opportunity for written comments from residents and resident organizations.
OIH OFFICE LOCATION
NYCHA’s Office of Impartial Hearings (OIH) is located at 803 Atlantic Avenue, 1st Floor, Brooklyn, NY 11238.

The new location houses a variety of social services and programs that residents from across the city already access regularly, including NYCHA’s Office of Resident Economic Empowerment & Sustainability (REES).
