Released October 2021: PACT Round 11 RFEI
NYCHA Real Estate Department has released the next round of sites for conversion through NYCHA's Permanent Affordability Commitment Together (PACT) program as part of the Round 11 Request for Expressions of Interest (RFEI).

Released April 2021: Fulton & Elliott-Chelsea RFP (PACT and New Construction Opportunities)
A Request for Proposals (RFP) to implement a community-driven preservation and investment strategy at four developments in the Chelsea neighborhood was published on April 23. NYCHA seeks teams consisting of at least one Developer, General Contractor, and Property Manager to submit a cohesive and integrated plan to address the estimated $366 million capital need for the Fulton and Elliott-Chelsea Houses, which comprise 2,073 apartments across 24 buildings. Responses were due August 11, 2021, and NYCHA anticipates selecting partners by the end of this year.
Two Pre-Submission Conferences were held virtually on May 5 at 12:00 P.M. and May 19 at 12:00 P.M.

NYCHA is committed to partnering with as many qualified entities as possible to achieve the goals of NYCHA’s Permanent Affordability Commitment Together (PACT) initiative and make these PACT conversions responsive to residents’ needs. An RFQ is released annually – and potentially at additional points throughout the year - to invite new entities to become PACT partners. All existing partners need to re-certify their prequalification with NYCHA as part of the first RFQ released every year

On February 23, 2021, the New York City Housing Authority (NYCHA) announced the release of a Request for Qualifications (RFQ) to solicit prospective partners. The RFQ supports the Authority’s aim to undertake the largest Section 8 conversion program in the country through the PACT initiative. The RFQ enables NYCHA to streamline the PACT procurement process by creating pre-qualified lists of Developers, Property Managers, General Contractors, and Social Service Providers to partner with on forthcoming conversions.
PACT 101 Presentation for Development Teams & Social Service Providers
On March 11, Enterprise New York & NYCHA’s Real Estate Development Department hosted a presentation about the PACT program. Two current PACT development partners, Apex Building Group and Settlement Housing Fund, shared their current projects and joined Enterprise in a moderated conversation about what they’ve learned during the development process.

NYCHA is seeking proposals from applicants consisting of a Project Team of Pre-Qualified Partners for financing, tenant-in-place rehabilitation, and property management, to facilitate the conversion of certain NYCHA public housing developments described in greater detail in the PACT RFEI.
