NYCHA RELEASES RFQS FOR COMMUNITY PARTNERS TO JOIN PACT PROGRAM

The Authority plans to bring comprehensive repairs to 62,000 apartments in 10 years through public-private partnerships.

NEW YORK – Today, the New York City Housing Authority (NYCHA) announced the release of two complementary requests for qualifications (RFQs) to solicit prospective development partners. The RFQs support the Authority’s aim to undertake the largest Section 8 conversion program in the country through NYCHA’s Permanent Affordability Commitment Together (PACT) initiative. The RFQs enable NYCHA to streamline the PACT procurement process by creating pre-qualified lists of small-scale and large-scale developers, property managers, general contractors, and social service providers to partner on forthcoming conversions. The initial RFQs to solicit development partners for PACT were released on April 12, 2019. NYCHA intends to re-release these RFQs every year to give partners a continual opportunity to prequalify.

NYCHA has increased its PACT pipeline from 20,000 units to 62,000 over ten years in order to bring the benefits of comprehensive apartment repairs and building upgrades to more than 142,000 residents, all while retaining tenant protections and public control of the housing stock. To achieve this goal, NYCHA is looking to partner with traditional large-scale development teams as well as local non-profits and community-based M/W/SBE partners.

The RFQs outline how developers, general contractors and property managers can become official partners with NYCHA to rehabilitate and financially stabilize properties. Interested entities can learn more about the PACT program, specific opportunities for developers, general contractors, and property managers, and the RFQs at an upcoming information session scheduled for 10AM on Wednesday, January 8th at the Ceremonial Room on the 5th floor of 90 Church Street.

NYCHA’s Real Estate Development Department will help facilitate the information sessions for interested developers, general contractors, and property managers.

The RFQs also outline how social service providers can become official partners with the authority around improving resident access to a multitude of social services. Interested social service provider organizations can learn more about the PACT program, specific opportunities for social service providers, and the RFQ at one of two upcoming information sessions scheduled for 10 AM on Monday, January 13th, and Friday, January 24th, at the Ceremonial Room on the 5th Floor of 90 Church Street.

NYCHA’s Department of Community Engagement & Partnerships will help facilitate the information sessions for interested social service provider organizations. Resident outreach, family partnerships, health initiatives, and the REES workforce development program are just some of the areas where qualified social service providers can become pre-qualified partners with the authority.

There are many quality developers, property management companies, general contractors, and social service providers that can become PACT partners, and NYCHA seeks to leverage their breadth and depth of experience to bring transformational change to our residents. Prospective non-profit and for-profit partners should apply to the appropriate RFQ based on the following threshold requirements:

Following the release of the RFQs, the Authority will make its pre-qualified lists of partners public in order to facilitate the creation of comprehensive development teams. The RFQs will be followed by smaller, streamlined solicitations for specific bundles of NYCHA developments.

As part of NYCHA 2.0, a 10-year plan to ensure quality housing for all NYCHA residents, the Authority will address $24 billion in vital repairs in New York City’s aging public housing and ensure residents have safe, decent, and affordable homes. A critical part of NYCHA 2.0, PACT is the umbrella name for three tools that enable NYCHA to comprehensively renovate public housing apartments. Under PACT, NYCHA creates public-private partnerships and converts developments from Section 9 public housing funding (and, in some cases, an “unfunded” status) to stable, project-based Section 8 funding. In doing so, PACT enables NYCHA and its development partners to make full repairs to developments, while preserving long-term affordability and maintaining equivalent resident rights through statutory and contractual requirements. To guarantee public control and stewardship, NYCHA retains public ownership of the land and buildings, as well as control over affordability requirements and resident protections, and administers the Section 8 funding contract with HUD.

Developer, general contractor, and property manager responses are due by 2:00PM on Friday, January 24, 2020. Social service provider responses are due by 2:00PM on Friday, February 14, 2020. To view and respond to the RFQs, interested parties should download the RFQ from NYCHA’s PACT website and register for NYCHA’s iSupplier system. The RFQs are listed under Negotiation Number #94802 for developers, general contractors and property managers, and Negotiation Number #94803 for social service providers.
