New York City Water Board: Request for Proposals for Service Line Protection Policy Contractor

The New York City Water Board (the “Board”) is a public benefit corporation whose primary duty is to establish and collect water and sewer rates and charges for the Water and Sewer System (the “System”) of the City of New York (the “City”).  The System is operated and maintained by the City’s Department of Environmental Protection.

Each property owner in the City is responsible for maintaining his/her water and sewer service lines.  Because failure of a service line is unpredictable, repairs tend to be expensive, and individual property owners may not be prepared to respond quickly or with full knowledge of what is required to remedy the situation, the Board is of the opinion that there could be significant benefits of a service line protection program for the City’s water and sewer customers.  

The Board is issuing a Request for Proposals (“RFP”) to solicit proposals from qualified vendors to offer (i) a water service line protection policy program or (ii) both water and sewer service line protection policy programs to the Board’s customers.  The System has approximately 673,000 residential accounts in the five boroughs of the City that would be eligible for such programs based on service line size.
