Tynia D. Richard, Esq.

Tynia D. Richard is Deputy Commissioner and General Counsel at the Office of Administrative Trials and Hearings. She started at OATH in 2003, when appointed as an Administrative Law Judge, a position she maintained for 13 years before becoming General Counsel. Prior to her appointment at OATH, Ms. Richard was Assistant Attorney General in the Civil Rights Bureau and the Charities Bureau of the New York State Attorney General’s Office where she conducted civil investigations and litigated cases involving predatory mortgage loans, employment discrimination, access to voting booths for the disabled, and inequitable property assessments, and prosecuted charities fraud. Prior to that, she was an Associate at Cooper, Liebowitz, Royster & Wright, a boutique corporate litigation firm and Senior Staff Attorney at Planned Parenthood Federation, where she litigated cases to secure women’s access to reproductive services in the federal and state courts.
