Overview of the Inwood Rezoning Proposal

Inwood Rezoning Proposal – 17DME007M

On August 11, 2017, the Office of the Deputy Mayor for Housing and Economic Development (ODMHED), as lead agency for the CEQR environmental review, issued an Environmental Assessment Statement (EAS) and a Positive Declaration for the project, indicating that there was the potential for adverse environmental impacts due to the project and directing that an Environmental Impact Statement (EIS) be prepared. At the same time, a Draft Scope of Work for a Draft Environmental Impact Statement (DEIS) was issued for public comment. A public scoping meeting was held on Thursday, September 14, 2017 at 6 PM at JHS 52, Inwood Junior High School, 650 Academy Street, New York, NY 10034. The deadline for public comments was extended twice; written comments were accepted until Friday, October 13, 2017 at 5 PM.

The Notice of Completion for the DEIS was issued on January 12, 2018, which marked the beginning of the public comment period on this document. On April 17, 2018, the ODMHED issued Technical Memorandum 001 describing changes proposed in an amended land use application. A public hearing on the DEIS and Technical Memorandum 001 was held on May 9, 2018, at 10 AM, at the City Planning Commission Hearing Room, 120 Broadway, New York, NY 10271, in conjunction with the City Planning Commission’s citywide public hearing pursuant to ULURP. Written comments on the DEIS and Technical Memorandum were accepted until May 21, 2018 at 5:00 PM.

The Final Environmental Impact Statement (FEIS) and the Notice of Completion for the FEIS were issued on June 14, 2018. Technical Memorandum 002, “Potential City Planning Commission Modifications”, was issued on June 22, 2018 and Technical Memorandum 003, “Potential City Council Modifications” was issued on August 3, 2018.

On March 23, 2018 the Office of the Deputy Mayor for Housing and Economic Development (ODMHED), as lead agency for the CEQR environmental review, issued an Environmental Assessment Statement (EAS) and a Positive Declaration for the project indicating that there was the potential for adverse environmental impacts due to the project and directed that an Environmental Impact Statement (EIS) be prepared. At the same time, a Draft Scope of Work for a Draft Environmental Impact Statement (DEIS) was issued for public comment. A public scoping meeting has been scheduled for Monday, April 30, 2018 at 6:00 P.M. and will be held at Beacon High School, Auditorium, Room 701,7th Floor, 522 West 44th Street, New York, NY 10036. The comment period for the Draft Scope of Work ended on May 10, 2018.

East 126th Street Bus Depot Memorial Rendering

East 126th Street Bus Depot Memorial & Mixed-Use Project – 16DME011M

On August 19, 2016, the Office of the Deputy Mayor for Housing and Economic Development (ODMHED), as lead agency for the CEQR environmental review, issued an Environmental Assessment Statement (EAS) and a Positive Declaration for the project indicating that there was the potential for adverse environmental impacts due to the project and directed that an Environmental Impact Statement (EIS) be prepared. At the same time, a Draft Scope of Work for a Draft Generic Environmental Impact Statement (DGEIS) was issued for public comment. A public scoping meeting was held on September 27, 2016 and the comment period remained open until October 7, 2016. On February 16, 2017, ODMHED issued the Final Scope of Work for the preparation of the DGEIS.

The Notice of Completion for the DGEIS was issued on February 17, 2017, which marked the beginning of the public comment period on this document. A public hearing on this DGEIS will be on Wednesday, June 7, 2017, at 10:00 a.m., in Spector Hall, at 22 Reade Street, in Lower Manhattan.  The comment period for the DGEIS ended on June 19, 2017. On July 13, 2017, the Office of the Deputy Mayor for Housing and Economic Development issued the Notice of Completion for the Final Generic Environmental Impact Statement, marking the completion of the project’s CEQR environmental review.

Overview of the proposed site to be acquired by Memorial Sloan-Kettering

Memorial Sloan Kettering – CUNY/Hunter College – 13DME003M

Memorial Sloan-Kettering Cancer Center (MSK) and the City University of New York (CUNY) are partnering to acquire a 66,111-square-foot City-owned site on the east end of a block bounded by York Avenue, Franklin Delano Roosevelt (FDR) Drive, and East 73rd and 74th Streets (Block 1485, Lot 15) on the Upper East Side of Manhattan. MSK proposes to build a new ambulatory care center (MSK ACC), while CUNY proposes to build the Hunter College Science and Health Professions Building (CUNY-Hunter Building). The project may be referred to as the MSK – CUNY-Hunter Project.

The Notice of Completion for the Draft EIS was issued on October 10, 2012, which marked the beginning of the public comment period on this document. A public hearing on the DEIS was held in conjunction with the public hearing on the associated Uniform Land Use Review Procedure (ULURP) applications on February 6, 2013 at Spector Hall, 22 Reade Street, New York, NY 10007. The public comment period remained open until February 19, 2013

On March 23, 2012, the Office of the Deputy Mayor for Economic Development (ODMED), as lead agency for the CEQR environmental review, issued the Notice of Completion for the Draft Generic Environmental Impact Statement (DGEIS) for the Seward Park Mixed-Use Development Project. A public hearing on the DGEIS was held in conjunction with the public hearing on the associated Uniform Land Use Review Procedure (ULURP) applications on July 11, 2012, and the public comment period remained open until July 23, 2012. The Notice of Completion for the Final Generic Environmental Impact Statement was issued on August 10, 2012.

The Office of the Deputy Mayor for Economic Development, as lead agency, issued a Positive Declaration for the East 125th Street Development Project and directed that a Draft Environmental Impact Statement (DEIS) be prepared. A public scoping meeting was held on July 19, 2007 to receive comments on the Draft Scope of Work for the DEIS. On February 15, 2008, the Office of the Deputy Mayor for Economic Development issued the Final Scope of Work for the DEIS. On March 19, 2008, the Notice of Completion for the DEIS and the DEIS were issued.
