The New York City Office of Management and Budget (OMB) is responsible for the administration of the Homeland Security Grant Program (HSGP) funding awarded to the City of New York. The Urban Area Security Initiative (UASI), State Homeland Security Grant (SHSG), and State Law Enforcement Terrorism Prevention Program (SLETPP) are a subset of HSGP. The Homeland Security Grant Monitoring Unit (HSGU) within OMB works with Federal Emergency Management Agency (FEMA) , the New York State Division of Homeland Security and Emergency Services (DHSES) , and City agencies to administer the program from the pre-application phase to the grant close-out. The City agencies involved in carry out the initiatives supported by the grant include first responder agencies, emergency management, public health preparedness and response agencies among other specialized areas that focus on increasing the City’s preparedness capabilities from emergency incidents and natural disasters.
This site provides sub-recipient agencies of the Homeland Security funding with the resources and information needed to help clarify, simplify and streamline the administration process for these grants. Various templates and forms including quarterly reporting templates, NY State and FEMA approval forms for specialized training and equipment, and OMB’s Homeland Security Grant Program Policies and Procedures Manual, to name a few, can be found in this site.
