Claiming Multiple Federal & State Allowances

Effective January 1, 2020, the form W-4 Employee’s Withholding Certificate for federal withholdings no longer has the option of allowances.

The 2020 form IT-2104 Employee’s Withholding Allowance Certificate for state and city withholdings still provides for allowances.

When you use the form IT-2104 Employee’s Withholding Allowance Certificate for your state and city taxes, you may claim as many allowances as are justified by your circumstances. However, if you claim more than 14 allowances, you must complete the Withholding Certificate Affirmation. You submit the forms to your Human Resources department.

Copies of the certificate and the signed unaltered affirmation will be sent to OPA, IRS and/or to the NYS Department of Taxation and Finance
