Consolidated Plan One-Year Action Plans are the City of New York's annual application to the United States Department of Housing and Urban Development’s Office of Community Planning and Development (HUD-CPD) for formula entitlement grant funds from four (4) different entitlement programs: Community Development Block Grant (CDBG), HOME Investment Partnership (HOME), Emergency Solutions Grant (ESG), and Housing Opportunities for Persons with AIDS (HOPWA), respectively.

These federal funds are used to address affordable housing, homelessness, supportive housing services and community development needs for programs which were conceived either to directly or indirectly benefit low- and moderate-income households.

The City’s Consolidated Plan Program Year is from January 1 to December 31. The Action Plan is released at various times throughout the year. The Proposed Plan is released in October and November of the prior year (Public Comment; and, Submission version, respectively). The (approved) version in January of the Program Year, and an amended version in August.

In addition, formula entitlement grantee localities are required to submit a full Consolidated Plan every five (5) years. The full Consolidated Plan consists of the City's needs assessment, (housing) market analysis, five-year strategic plan, and annual grant funding application. The 2015 Consolidated Plan was the City of New York's submission to HUD-CPD of its five-year strategic plan for Consolidated Plan Years 2015-2019 and its proposed One-Year Action Plan for 2015.

PUBLIC COMMENT PERIOD AND PUBLIC HEARING DATE
FOR THE PROPOSED 2018 CONSOLIDATED PLAN ACTION PLAN


TO ALL INTERESTED AGENCIES, COMMUNITY BOARDS, GROUPS, AND PERSONS:

The Department of City Planning, along with the agencies responsible for implementing the City of New York’s Consolidated Plan are announcing the public comment period, and the date for a public hearing on the 2018 Proposed Consolidated Plan One-Year Action Plan. This document is the City of New York's annual application to the United States Department of Housing and Urban Development (HUD) for the four Office of Community Planning and Development formula entitlement grant program funds: Community Development Block Grant (CDBG), HOME Investment Partnership (HOME), Emergency Solutions Grant (ESG), and Housing Opportunities for Persons with AIDS (HOPWA).

HUD has yet to announce the City’s formula entitlement grant award amounts for the 2018 Consolidated Plan Program Year. Therefore, the City is using its 2017 Grant award amounts to formulate its proposed 2018 projects (Flat Level Funding). New York City will amend its Action Plan after HUD announces the City’s 2018 grant allocations. In 2017, the City received approximately $261,293,000 from the four HUD formula grant programs; $150,294,862 for CDBG, $53,258,298 for HOME, $44,197,111 for HOPWA, and $13,542,650 for ESG, respectively.

The 2018 Proposed Consolidated Plan consists of three volumes: Executive Summary; One-Year Action Plan; and Appendices.

To obtain your comments on the City's use of these federal funds, two events have been scheduled which are:

  • A public comment period which will begin December 22, 2017 and extend for 30 days ending January 22, 2017; and
  • A public hearing on Thursday, January 18, 2017, which will begin approximately at 10:00a.m., in Spector Hall, 22 Reade Street, Manhattan. The public hearing will be followed by a question and answer session with City agency representatives in attendance.

The 2018 Proposed Consolidated Plan is tentatively scheduled to be released on December 22, 2017. To obtain a copy of the Plan, please visit the Department of City Planning Bookstore, 120 Broadway, 31st Floor, New York, New York 10271 (Monday 9:30am - 11:30am, Tuesday 9:30am - 11:30am,

The City of New York’s Proposed One-Year Action Plan for its 2017 Consolidated Plan Program Year, submitted to HUD-CPD (Proposed Submission Version).

The City fulfilled its Consolidated Plan citizen participation requirements by conducting:

  • A fourteen (14) day public comment period on the Proposed Action Plan reflective of the City’s actual grant allocations from July 25, 2017 to August 7, 2017; and,
  • a public hearing on Friday, August 4, 2017, in Spector Hall, 22 Reade Street, Manhattan.
    Comments received by the end of the comment period (close of business) regarding the use of these federal funds were to be summarized and Agencies' responses incorporated into this document for submission to HUD. However, no public comments were received.

It should be noted that the Proposed Action Plan’s public comment period was shortened to 14 days from its federally-required 30 days. The late announcement of the formula grants award by the federal government has necessitated HUD waiving this requirement in order to provide them sufficient time to completely review (and approve) a locality’s submitted Proposed Action Plan before the end of the 2017 Federal Fiscal Year (September 30, 2017).

New York City submitted its Proposed 2017 One-Year Action Plan to HUD-CPD on August 11, 2017.

The 2015 Consolidated Plan is the City of New York's revised submission to the United States Department of Housing and Urban Development’s Office of Community Planning and Development (HUD-CPD) of its five-year strategic plan for Consolidated Plan Years 2015-2019 and its amended one-year use of the federal formula entitlement grant program funds.

The City of New York’s fifth and final One-Year Action Plan for its 2010-2014 Consolidated Plan Five-Year Year Strategic Plan.

The Action Plan also incorporates an addendum to the City’s 2013 Consolidated Plan Annual Performance Report’s Affirmatively Furthering Fair Housing (AFFH) Statement One-Year Update. The addendum includes an analysis of New York City’s policies and practices which may act as regulatory impediments to the production of affordable housing.

The City amended its approved 2013 Action Plan (approved December 2012) to reflect the programmatic changes as the result of the City Charter mandated budget process for City Fiscal Year 2014 (CFY14), which began on July 1, 2013; and, the formula entitlement grant monies actually received. New York City submitted its amended One-Year Action Plan in mid-September 2013 after concluding a 30-day public comment period.

Consolidated Plan 2012 Action Plan (amended submission version)
The City of New York’s amended One-Year Action Plan for its 2012 Consolidated Plan Program Year.

The City amended its approved 2012 Action Plan (approved December 2011) to reflect the programmatic changes as the result of the City Charter mandated budget process for City Fiscal Year 2013 (CFY13), which began on July 1, 2012; the formula entitlement grant monies actually received which included a substantial decrease in the amount of HOME Program funds the City actually received for 2012; and, the change in the Emergency Solutions Grant’s (formerly the Emergency Shelter Grant) federally-mandated focus from addressing the needs of homeless people in emergency or transitional shelters to assisting families and individuals to quickly regain stability in permanent housing after experiencing a housing crisis and/or homelessness.

New York City submitted its amended One-Year Action Plan in September 2012 after concluding a 30-day public comment period.
