The internship is open to both undergraduate and graduate students seeking practical experience in the field of urban planning and design. DCP’s Brooklyn Office consists of a dedicated team of professional city planners and urban designers who work on a wide variety of projects and studies in the largest, and one of the most dynamic boroughs of New York City. The borough includes a wide variety of land uses, from historic brownstone neighborhoods, skyscrapers, public housing developments, new technology companies and industrial districts to swaths of one- and two-family homes and beautiful parks. Brooklyn’s 2.5 million residents are equally diverse and include almost a million immigrants who hail from the Caribbean, Central America, Asia and Europe. These new New Yorkers and current Brooklynites enliven and enrich Brooklyn’s numerous neighborhoods and contribute to the borough’s teeming vitality and renewed growth and point to the need for more housing, especially affordable housing, economic development and quality complete neighborhoods.

The Department of City Planning’s Brooklyn Office’s very active work program reflects this renewed growth and the Mayor’s mandate to plan for the needs of all New Yorkers. City agencies are planning to invest nearly $96 billion in New York City’s infrastructure and buildings over the next decade. The mission of DCP is to plan for the future of New York City. Information Technology Division (ITD) is responsible for supporting the agency’s technology footprint, including technology infrastructure across five boroughs, as well as workflow applications and databases for analytics and decision-making. The division is comprised of 50+ inter-disciplinary staff with specialties in desktop support, server engineering, telecom, application development, database maintenance, data processing, data visualization and mapping, amongst many others. The division provides technology support for agency staff across five boroughs. Within ITD, the Enterprise Data Management (EDM) section is responsible for creating and implementing the agency’s data strategy and data governance policy; updating and maintaining core citywide data sets in support of 911 dispatch and the operations of city agencies; and improving the creation, use, and availability of geospatial data sets within the agency.

Data engineering, a unit within EDM, develops new data products and reengineers existing ones, such as PLUTO, using modern open source technologies. These datasets feed a myriad of systems used by City Planning, other city agencies, and the public, supporting a variety of apps and analyses that inform policy decisions.

The Land Use Review Division is responsible for scheduling and organizing Headquarters, and coordinates Review Sessions and Public Meetings, to ensure that the Chair and the City Planning Commission are fully informed about all land use actions coming before them. The Division tracks land use applications through the Uniform Land Use Review Procedure (ULURP) and non-ULURP applications from filing to vote, reviews CPC Reports, develops Review Session agendas and Public Meeting calendars and maintains the agency's Zoning Application Portal (ZAP) database that supports the system of tracking and monitoring land use applications. PC and Network Services (PCNS) provides services related to all agency computer hardware and software, and is responsible for managing the local and wide area networks at five Department of City Planning office locations. Services include telecommunication with CityNet (mainframe applications), with NYC Share (the intranet for City employees), with the internet, and to agency provided hand-held devices.

PCNS also provides and maintains the personal computers and related hardware and software in City Planning that enable the planners to prepare maps, slide shows, and standard documents. The Help Desk staff responds to requests for help and assistance with computer related problems.

Planning Coordination drives more informed planning and decision-making in government through delivery of transformative process improvements, planning tools and insights that advance the Agency’s strategic objectives. In pursuit of this mission, this team of planners, analysts, and change management leaders collaborate across the Agency at all levels to provide leadership, analytical, and tactical support for a diverse set of activities that directly enable the core planning functions of the Agency and more coordinated planning. Staten Island is home to nearly ½ million people, and is characterized by its unique geography, including the Serpentine Ridge that traverses much of the island, and natural features such as coastal wetlands and large wooded areas. While the smallest of the five New York City boroughs, the planning issues facing the borough are very similar to those facing other mid-sized cities throughout the rest of the country, including growth management, infrastructure, transportation, and affordable housing. While much of the island consists of lower-density “suburban” communities, there is significant growth underway in the more urban North Shore and throughout the island’s many traditional town centers. The zoning for the borough is comprised of several distinct special districts, including three that, together, cover the majority of the island and place a large focus on the preservation of natural features.

Working closely with central divisions of the Department of City Planning, the Staten Island Office is responsible for the full range of borough planning activities, including: developing borough-wide and local plans with a focus on growth management, affordable housing, resiliency, natural resource preservation, and transit-oriented development; reviewing and processing land use applications; leading community outreach; planning for resiliency and climate change; and providing technical and policy guidance and direction on all land use and zoning related matters to the City Planning Commission, local Community Boards, elected officials, and the public at large.

The Technical Review Division (TRD) supports the Department’s mission and the City’s goals by reviewing land use applications for changes to the City Map, zoning changes, and special permits, which facilitate the construction of millions of square feet of housing, commercial space, and open space per year. TRD ensures that land use applications provide complete and correct information to community boards, borough presidents, the City Council, and the general public. Interfacing with the development community and with planners across the Agency, Technical Review Planners develop and utilize in-depth expertise in zoning, design, plan review, and land use process. The Division also maintains the official City Map and Zoning Map of the City of New York, which lay out the streets, parks, and zoning districts and is working to digitize these historical spatial records.

The Urban Design Office is the design office for the agency. Drawing on expertise in architecture, landscape architecture and urban design, the office provides assistance on projects affecting infrastructure design, master planning, overall massing and architectural expression, streetscape, landscape, and resilient and sustainable design. Our office offers a dynamic work environment, with exposure to and influence on the development of borough-and city-wide plans, and provides urban design expertise to the agency, City Planning Commission (CPC), elected officials, Community Boards other City Agencies and the public-at-large.

We assist in developing city planning policy to support excellence in urban design, review large-scale projects seeking zoning modifications, and conduct urban design research and analysis ranging in scope from small-scale site-specific projects to more comprehensive neighborhood plans and city-wide initiatives.

The Waterfront and Open Space Division of the Department of City Planning engages in land use planning and policy initiatives related to the city’s 520 miles of waterfront. This includes coordinating the Agency’s climate resiliency work program which involves a variety of citywide and neighborhood initiatives to support Sandy recovery efforts, enable development to meet resiliency standards, and help communities be better prepared for future flood events. In addition, the division is responsible for developing the next update to the Comprehensive Waterfront Plan by 2020.
