Discretionary Contract Information

Discretionary contracts are funded through the New York City Council each fiscal year. The New York City Council awards these funds to not-for-profit organizations to meet community needs. The funds are allocated by the New York City Council and are administered by City Agencies, including DOP. For not-for-profit vendors who have been awarded discretionary funds allocated through DOP, please utilize the resources below:


  • To check the status of your discretionary award(s), please utilize the Discretionary Award Tracker
    • If your award with DOP is marked as “Cleared”, please contact DOP’s ACCO office for further information.
  • For more information regarding the Clearance process, please visit NYC MOCS

Cleared organizations with discretionary funding allocated through DOP should submit the following documents to DOP’s ACCO office. Documents can also be shared with DOP through HHS Accelerator.

Vendors should also note the following:

  • Your organization must be registered with the New York State Attorney General's Charities Bureau and be current with required filings or provide a valid Exemption Form.
  • Ensure that your PASSPORT online disclosure filings are up-to date.

Additional documents will be requested by DOP’s ACCO office upon notification of clearance by NYC MOCS. DOP may request hard copy documents where original signatures are required.
