Legal Affairs

The Legal Affairs Division is the agency’s in-house legal counsel. The division provides legal advice for the various divisions at the TLC. The Legal Affairs Division also drafts agency rules, executes agreements, enforces rules and works on litigation with the New York City Law Department.

  • By Speaking at the Hearing: Anyone who wants to comment on the proposed rule at the public hearing must sign up to speak. You can sign up before the hearing by calling (212) 676-1135. You can also sign up in the hearing room before the hearing begins. You can speak for up to three minutes.


Records Request – Freedom of Information Law (FOIL) Request

Pursuant to the New York State Public Officers Law (POL), Article 6, the public has a right to request documents from the government, including agencies. All requests for documents must be in writing and can be sent by:

FOIL requests must "reasonably describe" the records sought. Please provide as much detail as possible in the request. You will receive either the documents requested, or an acknowledgement of your request from the TLC within (5) business days of receipt of your FOIL request, as required by the POL. If you have any questions concerning the records received from the TLC, you may appeal to the General Counsel within (30) days of receipt of the records.
