TLC Announces For-Hire Vehicle License Storage Option

Effective immediately the New York City Taxi and Limousine Commission will allow For-Hire Vehicle Owners to place their TLC Vehicle License “on-hold” for a period of no more than one hundred eighty (180) days.  The license will be placed on hold through a “storage” process that is outlined below.

Are you qualified?

  • All FHV vehicle licensees with TLC plates can put their vehicle license in storage for up to one hundred eighty (180) days.  FHV vehicle licenses currently in storage will have an additional sixty (60) days added, allowing the FHV license to be in storage for a total of one hundred eighty (180) days.

Requirements

  • TLC storage form completed by vehicle owners or an officer of a corporation.

How to put your TLC For-Hire Vehicle (FHV) license in storage

  1. Print and complete the Vehicle License Storage Form.

    Download, print, and complete sections 1 & 2 of the TLC Vehicle License Storage Form.

  2. Email the storage form to the TLC, at FHVStorage@tlc.nyc.gov.

    Scan and email the TLC FHV storage form to: FHVStorage@tlc.nyc.gov.  Please do not come to the TLC Long Island City Facility to submit documents.  Only emailed documents will be accepted.

  3. Vehicle license status and email notification.

    Your vehicle license status will no longer be active, and the status will be changed to “in storage.”  The vehicle cannot be operated for hire while the vehicle license is in storage.  After one hundred eighty (180) days, you will be notified to remove your vehicle license from storage, or the license will be closed.

Note: Due to limited in-person transactions at NYS DMV offices, individual owners of a vehicle with TLC plates will not be able to obtain passenger plates for their vehicles.  As such, the TLC will allow you to retain your TLC issued DMV plates until such time as the DMV re-opens their offices, and you can surrender and obtain passenger plates for your vehicle.  The vehicle cannot operate for-hire once you submit the storage request form.  Any TLC unlicensed operation can lead to the driver and owner being issued a summons, and the vehicle being seized.  All business owned vehicles must immediately surrender their plates by mail, and must send a copy of the FS-6 to the TLC at FHVStorage@tlc.nyc.gov.  For instructions on how to surrender your plates to the DMV by mail, click here or go to the DMV website, https://dmv.ny.gov, for more information.  After one hundred eighty (180) days, you will be notified with instructions to obtain new TLC plates and reactivate your license.

How to remove a TLC For-Hire Vehicle (FHV) license from storage

To remove your vehicle license from storage, please follow the instructions below.
If you still have your TLC plates / HAVE NOT surrendered TLC plates while your vehicle license was in storage, follow these instructions:

  1. Fill out section 3 (remove from storage section) of the For-Hire Vehicle Storage request form;
  2. Request an updated certificate of insurance / liability from your broker or insurance carrier, with a current date of issuance on the certificate;
  3. Email the For-Hire Vehicle Storage request form and the updated certificate of insurance / liability to FHVStorage@tlc.nyc.gov;
  4. Vehicle will be scheduled for a visual inspection appointment to receive new TLC decals at TLC’s Woodside Inspection facility.

If you HAVE surrendered TLC plates while your vehicle license was in storage, please follow these instructions:

  1. Fill out section 3 (remove from storage section) of the For-Hire Vehicle Storage request form;
  2. Request an updated certificate of insurance / liability from your broker or insurance carrier, with a current date of issuance on the certificate;
  3. Complete a Transfer application (you must do a plate transfer to receive new TLC plates), located on this page;
  4. Email the For-Hire Vehicle Storage request form, the completed Transfer application, and the updated certificate of insurance / liability to  FHVStorage@tlc.nyc.gov;
  5. You will be notified when you can schedule an appointment to submit your application at the TLC’s Long Island City (LIC) office; 
  6. Attend your transfer appointment at TLC’s LIC office;
  7. Vehicle will be scheduled for a visual inspection appointment to receive new TLC decals at TLC’s Woodside Inspection facility.
