Jeffrey D. Roth
Jeffrey D. Roth is the Deputy Commissioner for DVS. He is responsible for overseeing the administrative, operational, programmatic and external affairs operations for the agency.
Prior to joining DVS, Jeffrey served as Assistant Commissioner at the FDNY. In that role, he was responsible for the Risk-Based Inspection System, a multi-phase project that enabled the Department to identify buildings most at risk for fire and prioritize them for inspections. Jeffrey also worked as the Deputy Commissioner for Policy and External Affairs at the New York City Taxi and Limousine Commission (TLC).
Jeffrey also serves in the New York Army National Guard as the 42nd Infantry Division Fire Support Coordinator holding the rank of Lieutenant Colonel. He served in 2004 in Sinai, Egypt as part of the Multinational Force and Observers (MFO), an organization charged with maintaining the peace protocols between Egypt and Israel, and in 2012 during Hurricane Sandy in New York City.
Jeffrey holds a Master's degree in Public Policy and Urban Planning from Harvard University and a Bachelor of Arts degree from James Madison College at Michigan State University.

Chief of Staff/Senior Advisor
Dina Simon started her career in public service at the New York State Education Department, where she helped implement several key initiatives before joining the New York City Office of Mental Retardation and Developmental Disabilities in a similar role. After that, Dina moved to Virginia where she worked at Norfolk State University helping to implement that state’s first classification system.
She returned to New York City where she was named the human resources head for the Office of the Comptroller, supporting more than 750 employees, and implementing many policies that improved the agency’s operations. In 2014, Dina joined the NYC Department of Correction as Deputy Commissioner of Human Resources. After one year, she was appointed First Deputy Commissioner – the first and youngest woman to serve in that role. As the agency’s second-in-command, Dina was instrumental in transforming the DOC into the organization it is today.
In 2017, Dina was asked by the then-Governor of the U.S. Virgin Islands to direct the USVI Hurricane and Resiliency Task Force to assist the islands after they were devastated by Hurricanes Irma and Maria. As director of that organization, she helped create the roadmap for rebuilding that territory.
In addition to her public service, Dina has been recognized in several areas of work including being named a 2017 Top 25 Influential Black Women in Business, being awarded a 2016 Lloyd Sealy Award, and a 2016 Women of Distinction Award. Dina received her Bachelor of Science in Criminal Justice from SUNY Brockport and her MPA from Long Island University, C.W. Post.
Deputy Chief of Staff
Quamid is the Deputy Chief of Staff at DVS. In this role, he provides strategic advice and analysis to the Commissioner and Chief of Staff to help guide decisions on programs, personnel management, and external affairs. Quamid directly oversees the Budget, Communications, Information Technology, and Intergovernmental Affairs units at DVS. Quamid is also responsible for developing collaborative partnerships with City agencies, nonprofit organizations, the private sector, and veteran service organizations to advance DVS’s strategic initiatives.
Before joining the DVS Team, Quamid served as a Policy Officer for the NYC Department of Citywide Administrative Services. In this position, he assisted with drafting various citywide policies and managed the tracking and reporting of Capital and Expense projects.
Quamid is a veteran of the War in Afghanistan and spent eight years in the U.S. Marine Corps as a Financial Auditor and Contract Payment Certifying Official. He holds an MPA in Policy and Management from New York University and a Bachelor of Science in Public Affairs and Management from Baruch College. He has also earned a “Leading with Finance” certificate from Harvard Business School Online.
Quamid was awarded the Presidential Bronze Award for Community Volunteer work by President Obama.
Executive Director of Special Projects
Jason Loughran is currently serving as the Executive Director of Special Projects.
Before joining Team DVS, Jason served as an Adjudication Specialist at the US Department of State where he collaborated with local and federal agencies on legal & regulatory provisions governing U.S. citizenship, nationality, and visas.
His career in public service began with positions at the New York State Assembly and US Department of Homeland Security before moving on to the State Department.
Jason is a veteran of the US Navy. He deployed to the Helmand Province of Afghanistan in support of Operation Enduring Freedom in 2010. He holds a BS in Homeland Security from St. John’s University and an Executive MPA from the Marxe School of Public and International Affairs at Baruch College. Jason was selected for the 2019 Baruch College Alumni Association Leadership in Public Service Award.

Associate Commissioner for Community Services
Nicole Branca joined DVS in 2015 to lead the effort in ending veteran homelessness and build out the Housing and Support Services department. She has recently been named Associate Commissioner for Community Services at DVS, expanding her portfolio to include all DVS teams working directly to assist and empower veterans across the City. This includes Constituent Services, Prevention, and Aftercare Services, Engagement and Community Services, and Housing and Support Services.
Since joining DVS, Nicole helped the City end chronic veteran homeless and has developed the programs and operations to ensure that veteran homelessness is rare, brief, and non-recurring. These innovations included: a peer-to-peer program that partners homeless veterans with an advocate to help them navigate through each step of the housing process; a Housing Coordination Center that collaborates with landlords and property managers to manage vacancy referrals; an aftercare and eviction prevention program; and, in conjunction with the NYC Housing Authority, a new rental subsidy program for disconnected veterans.
Nicole received her Bachelor of Science degree in Business Administration from Babson College and her MPA from Columbia University's School of International and Public Affairs (SIPA).
Adam J. Connolly
Assistant Commissioner of Engagement and Community Services
Adam J. Connolly is the Assistant Commissioner of Engagement & Community Services (ECS) for DVS where he oversees outreach in each borough.
Before DVS, Adam served as a Commanding Officer for Delta Company, Joint Task Force-Empire Shield, an element of the New York State Division of Military and Naval Affairs partly responsible for the military defense of New York City. After the 2016 bombings in Chelsea, he was called to New York State Active Duty where he was responsible for building a new organization to conduct 24/7 operations focused on infrastructure security for NYC's bridges and tunnels.
Adam currently serves on the New York Army National Guard as a fire support officer in the 42nd Infantry Division, holding the rank of Captain. Before his role at 42ID, he was the Commander of Headquarters & Headquarters Battery (HHB), 1-258 Field Artillery, where he managed 130 soldiers and served as the New York Army National Guard's military liaison to New York City during superstorm Sandy.
Adam served in multiple positions at the Target Corporation including Executive Team Leader- Replenishment (Riverdale, Bronx), Executive Team Leader- Assets Protection (Stamford, CT) and finally a Sr. Executive Team Leader- Operations (Bronx Throggs Neck).
Adam holds a bachelor's degree from Marist College and an Associate's degree from Valley Forge Military Academy & College.
