Commissioner Maginley-Liddie Appoints Francis Torres as First Deputy Commissioner

Torres is the First Hispanic Woman to Serve in this Role

Correction Commissioner Lynelle Maginley-Liddie appointed Francis Torres as First Deputy Commissioner effective February 2, 2024. In this role, Ms. Torres will oversee and support the executive members leading the following divisions: Care/Wellness, Facilities and Fleet Administration, Health Affairs, Health Management, Programs and Community Partnerships, and Training & Development.

“Francis has dedicated the better part of her distinguished career to positively impacting the lives of both uniformed and non-uniformed staff at the Department of Correction, while also developing, managing, and enhancing program opportunities for persons in custody,” said Commissioner Maginley-Liddie. “Under Francis’ leadership, the Department has offered educational, vocational, and rehabilitative services that enable detainees to successfully re-enter their communities and lead productive lives.”

Before her appointment to First Deputy Commissioner, Ms. Torres served as the Deputy Commissioner of the Division of Programs and Community Partnerships. She has over 35 years of professional experience in the social services field, and 21 years as a member of the Department of Correction. She started her career in criminal justice working for a contract provider at the Otis Bantum Correctional Center in 1992. Ms. Torres officially joined the Department in 2002 as the Director of Educational Services and has risen through the ranks by focusing on the creation of new educational, vocational, and programmatic opportunities for persons assigned to DOC care while ensuring the well-being of staff.

Ms. Torres earned her Master of Arts Degree from CUNY.
