In January 2023, New York City Mayor Eric Adams announced the goal of connecting 30,000 New Yorkers to apprenticeships by 2030. In this ambitious goal, the administration seeks to address two ongoing workforce and economic challenges The first challenge is a high number of job seekers unable to get a foothold into the job market and gain access to in-demand career pathways and family sustaining wages. The second challenge is that employers struggle to access talent that possesses the right skillsets to fill current vacant positions and prepare their businesses to meet the needs of emerging industry trends.

On April 4th, 2024, the Mayor’s Office of Talent and Workforce Development (“NYC Talent”), in partnership with the Workforce Development Corporation, released three solicitations to support expanding and diversifying apprenticeship in New York City, including:

  •  Request for Information (RFI)
  •  Apprenticeship Development Request for Proposals (RFP)
  •  Apprenticeship Implementation Request for Proposals (RFP)

Request for Information

Explore and source new apprenticeship ideas and stakeholders invested in the expansion of Apprenticeship pipelines in New York City.

  •  Identify programs that contain some or all components of an apprenticeship program.
  •  Identify organizations for potential partnership in Apprenticeship expansion.
  •  Identify technical assistance needs among employers, training providers, intermediaries, and other key partners in the apprenticeship ecosystem.

Apprenticeship Development Request for Proposals 

Award contracts to develop new apprenticeship programs in New York City. 

  •  Contract with organizations that can identify the needs of multiple employers and identify where apprenticeship is an appropriate solution, as well as develop effective mechanisms for connecting economically disadvantaged individuals and communities to apprenticeships.
  •  Support the development of comprehensive plans for apprenticeship programs.

These requests are pivotal steps for building more robust pathways to good-paying jobs for New Yorkers and for employers to build the pipeline of talent they need to succeed.
