Claudia Dillon joined NYCHA as Vice President of the Office of Diversity, Equity, and Inclusion (ODEI) in April 2023. Under her leadership, the office formerly known as the Department of Equal Opportunity was renamed and its mission was expanded. ODEI will continue to carry out Equal Employment Opportunity (EEO) and Fair Housing investigative functions but will also enhance and develop other areas related to training, workforce data, and Diversity, Equity, and Inclusion (DEI) programs. That includes customizing issues-based trainings for supervisors and managers; hosting informative discussions at all NYCHA developments; establishing metrics to track hiring and promotions at every level of NYCHA with targeted structured hiring; and expanding other DEI-focused events for residents and employees to foster transparency, community, and growth in the workplace.  

Prior to joining the Authority, Ms. Dillon spent more than 12 years at the NYC Department of Transportation (DOT), most recently as Senior Counsel of EEO and Accessibility. At DOT, she oversaw attorneys investigating EEO complaints; developed DEI strategy and advised executive leadership on DEI initiatives; and provided legal guidance on day-to-day human resources and labor matters. As part of this work, she strategized and collaborated on building out a performance metrics system that provided solutions to reduce underrepresentation in certain titles; created a framework for employee-led resource groups focusing on promoting diversity in terms of race, gender, or sexual orientation; and developed policies and procedures on structured hiring and other tools for managers to ensure an objective and neutral process.  

Ms. Dillon holds a Bachelor of Arts degree in history and philosophy and politics/law from Binghamton University and a Juris Doctorate from Pace University School of Law. She speaks Farsi fluently, and when she is not busy with her three daughters, she performs as a violinist with the Brooklyn Symphony Orchestra.
