Emma Barash

Emma March Barash was appointed Chief of Staff to Chief Operating Officer Eva Trimble in September 2023. Before joining NYCHA, Emma served as Senior Policy Advisor to the Deputy Mayor of Health and Human Services, focusing on homelessness, child welfare, gender equity, and services for aging New Yorkers. She served as Chief of Staff for New York City’s COVID-19 vaccine distribution operation, coordinating hundreds of mobile and community-based vaccination sites across all five boroughs.

Emma started her career in government at the Mayor's Public Engagement Unit, which connects low-income New Yorkers to services such as tenant protections and health insurance. She holds a BA in Humanities from Yale University and an MPA from UC Berkeley. She was born and raised in New York City.
