Our Mission and M/WBEs

The Department of Social Services, Human Resources Administration, and Department of Homeless Services believe that the City's Minority- and Women-Owned Business Enterprises (M/WBEs) represent key partners in meeting the mission of our work. The value of M/WBEs to our program, and to the communities we serve, extends beyond their participation on our contracts to the jobs, local investments, and intergenerational wealth they bring to the City's economy. DSS/HRA/DHS are committed to engaging M/WBEs and closing the historic disparities that have kept our City from meeting its fullest potential.

Doing Business with DSS, HRA, and DHS

The Human Resources Administration (HRA) provides temporary assistance to New York City's most vulnerable residents – seniors, survivors of domestic violence, immigrants, and people living with HIV/AIDS. HRA is dedicated to alleviating poverty and income inequality through the implementation of initiatives such as the Supplemental Nutrition Assistance Program (SNAP), Child Support Services, Adult Protective Services, Emergency Rental Assistance, Career Services, Cash Assistance, and much more. The Department of Homeless Services (DHS) collaborates with other public agencies and nonprofit partners to prevent homelessness and assist New Yorkers transitioning from shelters to permanent housing. DHS is one of the largest organizations of its kind committed to addressing homelessness in New York City, and employs a variety of innovative strategies to help families and individuals successfully exit shelter and return to self-sufficiency as quickly as possible. The City Record Online (CROL) is a searchable database where you may find solicitations, award information, and official rules. Register with CROL, including commodity codes you're interested in, to receive notifications of relevant upcoming opportunities. M/WBE Non-Competitive Small Purchases

Download a list of the procurements we have awarded through the M/WBE Non-Competitive Small Purchase Method. To receive more information about these and future procurements, please Contact Us. Please be sure that your Online Directory Vendor Profile coding accurately reflects the goods and/or services you would like to provide. Those codes enable us to send you invitations to respond to M/WBE Non-Competitive Small Purchase Method invitations through PASSPort. Be sure to reach out to the Department of Small Business Services if you need assistance updating your codes.

Procurement Plans

Local Law 1 (LL1), Local Law 63 (LL63), and Human Service Procurement Plans are published annually.

LL1 Plans – The Department of Small Business Services, in conjunction with the Mayor's Office of Contract Services (MOCS), publishes a plan and schedule annually for each agency detailing the anticipated contracting actions and competitive procurements subject to the City's M/WBE regulations for the upcoming fiscal year. The plans include the following information for each solicitation: the specific type and scale of the services to be procured, the term of the proposed contract, the method of solicitation the agency intends to utilize, and the anticipated fiscal year quarter of the planned solicitation.

LL63 Plans – The Mayor's Office is required to publish a plan detailing the anticipated contracting actions of each City agency for the upcoming fiscal year in certain categories of procurement.

Human Service Procurement Plans – Each year, City agencies publish plans describing proposed procurement actions for their human service program contracts.

M/WBE Utilization Performance Data – As of the Fiscal Year 2014, MOCS is required to publish quarterly reports on the progress of the M/WBE Program. View these M/WBE Compliance Reports to access agency contracting data (including M/WBE contract awards) broken out for both prime and subcontracts across industries and contract thresholds. This information may be helpful to you as you build your agency engagement strategy.

IT Procurements

The majority of our IT Procurements are solicited through the New York State Office of General Services (OGS) and Federal General Service Administration (GSA) Contracts.

Vendors should seek a New York State Office of General Services (NYS/OGS) Contract. For more information, click here for guidance about getting a NYS/OGS Contract.

Vendors should seek a Federal General Services Administration (GSA) contract under the Multiple Award Services (MAS) Schedule and Cooperative Purchasing. For more information on securing a GSA contract, click here for guidance about getting a GSA Contract.

Mayor's Office of M/WBEs

In September of 2016, Mayor de Blasio created the Mayor's Office of M/WBEs to address the disparity in City contracts awarded to ethnic and gender groups and their overall representation in City contracting. The Office is responsible for oversight, policy and accountability of the City's M/WBE Program. It serves as a One-Stop-Shop for M/WBEs interested in doing business with the city and its agencies.

Department of Small Business Services (SBS)

The NYC Department of Small Business Services helps unlock economic potential and create economic security for all New Yorkers by connecting New Yorkers to good jobs, creating stronger businesses, and building thriving neighborhoods across the five boroughs. Mayor's Office of Contract Services (MOCS)

The Mayor's Office of Contract Services is a New York City oversight and service agency that is dedicated to optimizing existing operations and transforming processes to make it easier to do business with the City.

The Procurement and Sourcing Solutions Portal (PASSPort) is the City of New York's digital procurement system, developed and maintained by MOCS. This platform allows you to find and respond to business opportunities citywide. All vendors doing business with the City must have active profiles in PASSPort. Refer to the Vendor Enrollment Quick Guide or watch the webinar recording called Completing the Vendor Enrollment Package to help you get started. Payee Information Portal (PIP)

The Payee Information Portal (PIP), implemented in 2006 by the Office of the New York City Comptroller, is an online self-management tool which allows vendors to view financial transactions with the City of New York. Registration ensures your business is included on the City's Bidder List. Registration questions may be directed to the Vendor Enrollment Center (VEC) at 212-857-1680 or vendorenrollment@cityhall.nyc.gov. For technical assistance with the PIP system, contact the PIP Help Desk at 212-857-1777 or PIP@fisa-opa.nyc.gov. Please include your business name, phone number, and vendor code in your communication.

Checkbook NYC

In July of 2010, the New York City Comptroller's Office launched Checkbook NYC, an online transparency tool that places the City's day-to-day spending in the public domain. It is a valuable real-time resource for information on what City agencies are purchasing.
