NYCHA Pre-Qualified Lists (PQLs)

The Supply Management Department oversees all procurement activities, including NYCHA’s Pre-Qualified Lists (PQL).

What is a Pre-Qualified List?

A Pre-Qualified List (PQL) is a tool that NYCHA will use to qualify vendors and contract goods or services for its developments, streamlining the process for both vendors and NYCHA. NYCHA will publish contracting opportunities, and the PQL will predominantly be used to procure goods or services for those contracts. Vendors who apply to those bids must pre-qualify according to specific criteria, and vendors who are admitted to the PQL can bid on contracts.

How does a PQL work?

All contractors interested in NYCHA’s PQLs must follow two important steps:

  • First, vendors must prepare and submit applications to the PQL: To pre-qualify, vendors must meet the minimum requirements listed on the Request for Qualification of the select PQL. Applications will be evaluated by NYCHA on a rolling basis.
  • Second, vendors who are admitted to the PQL can then bid on solicitations for services on the PQL: Vendors must bid on each contract award, as these are not guaranteed.

CCTV PQL

NYCHA’s PQL for Closed-Circuit Television (CCTV) Services includes the assessment, supply, installation, maintenance, and repair of IP Video Surveillance systems across NYCHA developments city-wide. NYCHA is currently seeking interested and experienced vendors to join NYCHA’s community and provide these in-demand services.

  • To apply for the CCTV PQL, please view the CCTV PQL Request for Qualification Application. Vendors must prepare and submit applications to NYCHA’s CCTV PQL at PQL@nycha.nyc.gov. To pre-qualify, vendors must meet the minimum requirements listed for experience, licensure, workforce capacity, and integrity.
  • To bid on a specific CCTV contract, vendors should apply to the PQL no fewer than 15 days prior to a bid submission date to be considered for that solicitation.

Lead Based Paint Services PQL

NYCHA’s PQLs for Lead Based Paint Services span NYCHA developments citywide and include:

  • Inspection and Assessment (Risk Assessment, Lead XRF Inspection, Abatement Dust Wipe Clearance and Visual Assessment)
  • Lab Analysis
  • Abatement and Remediation

NYCHA is currently seeking interested and experienced vendors to join NYCHA’s community and provide these in-demand services.

Vendors must prepare and submit applications to NYCHA’s Lead Based Paint Services PQLs at PQL@nycha.nyc.gov. To pre-qualify, vendors must meet the minimum requirements listed for experience, licensure, workforce capacity, and integrity.

To bid on a specific Lead Based Paint contract, vendors should apply to the PQL no fewer than 15 days prior to a bid submission date to be considered for that solicitation.

Paint PQL

NYCHA’s Paint PQL includes maintenance painting of the apartments across NYCHA’s developments. NYCHA is currently seeking interested contractors with satisfactory experience in painting services to join NYCHA’s vendor community and provide this service.

  • To apply for the Paint PQL, please view the Paint PQL Request for Qualification. Vendors must prepare and submit applications in a PDF format to PQL@nycha.nyc.gov.
  • To bid on a paint contract, vendors must be approved in this program before being awarded a bid. NYCHA recommends applying to the Paint PQL no fewer than 15 days prior to a bid submission date to be considered for that solicitation.

NYCHA’s PQL for Carpentry Services includes removal, installation, fabrication, supply, repair, and other services performed by the Carpentry trade across NYCHA developments city-wide. NYCHA’s PQL for Plumbing Services includes but not limited to the assessment, testing, repair, maintenance, and replacement of plumbing heating, and gas piping systems within the Plumbing Services trade, throughout NYCHA developments and other services performed by the Plumbing trade across NYCHA developments city-wide. Electrical PQL

NYCHAs PQL for Electrical Services includes but not limited to the repair, maintenance, of outdoor lighting, apartment wiring, testing and installation of High Voltage Equipment (4160 volts) and other services performed by the Electrical trade across NYCHA developments city-wide. Asbestos Services PQL

NYCHA’s PQL for Asbestos Services span NYCHA developments citywide and include:

• Environmental Consultant/ Third Party Air Monitoring:
        o Investigations for Asbestos-containing Materials
        o Project/Air Monitoring of Asbestos Abatement Projects
• Asbestos Abatement

PACT PQL-Coming soon!

NYCHA’s Permanent Affordability Commitment Together (PACT) initiative leverages private and non-profit partnership to improve NYCHA’s developments and the living conditions of residents through modernizing homes and providing enhanced community services and amenities. NYCHA is committed to partnering with as many qualified entities as possible to achieve the goals of the PACT initiative and meet the needs of its residents.

  • To apply for the PACT PQL, please view the PACT PQL Request for Qualification. New vendors must prepare and submit applications through the iSupplier system in PDF format. Existing pre-qualified partners must re-submit Form 6 by emailing the completed document to pact.partners@nycha.nyc.gov.
  • Before submitting a Proposal, interested pre-qualified partners must form a Project Team and, as an Applicant, express their interest in each project. Applicants can rank each project in order of interest by completing the Project Preference Ranking Form.
  • Recertify every year, pursuant to the release of updated PACT PQLs. This helps more vendors become PACT partners and helps keep vendor information up to date!

How does NYCHA engage with Section 3 Business Concerns & Minority- and Women-Owned Business Enterprises for its PQLs?

To maximize the participation of Section 3 Business Concerns (S3BC) and Minority- and Women-owned Business Enterprises (M/WBE), NYCHA follows a “S3BC & M/WBE First” policy. This policy ensures that S3BC and M/WBE firms are prioritized during solicitation of vendors for micro and small purchases (see NYCHA’s Procurement Policy Manual to view information about micro and small purchases).

To qualify as an M/WBE for the purposes of NYCHA’s PQLs, a contractor must be certified through NYC’s M/WBE certification administered through NYC Small Business Services.
